For stationary wires, try using bitter apple spray on them, and if that doesn't work, tuck them into a bit of plastic piping so they're 1) protected and 2) don't move and look like something that might be prey. For headphone wires specifically, put them away when not in use, and redirect the cat if she attacks the ones you're wearing.

With your dad's feet, he needs to tell her sharply "No", remove her, and ignore her until she settles. And - and this is usually the hard part - he needs to do it every time, and not encourage the behavior if he has shoes/thick socks/a blanket. She won't understand context, so she's not going to grasp the difference between when the human has shoes on and won't be hurt by her playing, and when the human has no shoes on and might bleed.
