I'm not sure if that's charcoal or super-dark olive, but it's practically a shade of black if black had shades.

It's a rational choice in the Duchess's position. Wearing jet black could be seen as joining in a political movement; while I think it'd be excusable in this case, maybe it is too fraught for the Windsors to stoop from their position in that way. Wearing something like bright yellow would be making a counter-statement and perhaps more untoward. Wearing something almost black is perhaps a way to respect the movement while being appropriately regal and "not joining in."

(As someone who literally forgot to wear black to my grandmother's funeral--I was in a bit of a daze--I can't let myself care that much.)
