She wasn't allowed to wear black. Something to do with Royal Protocol. She got as close as she could get without breaking the rules.

I remember seeing something about Diana and there was this time where she wore a black dress to an event shortly before marrying Charles and he said "Our family doesn't wear black except to funerals" and she said "Well, I'm not part of your family yet." (Sounds like a rule that doesn't extend to men's tuxedos.)
