Pretty sure it's meant to be the grown-up Indian version of Harry Potter.

Is that a popular fan cast, or am I missing out on some canon?

Possibly you are missing out on the fact that a faction of Harry potter fandom has decided that James, and therefore also Harry, IS Indian, for literally no reason whatsoever, and throws fits and accusations of racism at anyone who disagrees
