Downvoting would not be based on how good a fic is but how unpopular certain ships or kinks are. There would be brigades against certain authors.

This. It would render the whole kudos system meaningless because it would devolve into shipwars, author-bashing and harassing. There is a reason many sites have only positive voting options.

Absolutely. No instead of one kudos if you're lucky on a rarer pair, you'll get four downvotes from people who don't think bisexuality is a thing or who can't get their head around perfectly legal (and canon/historically compliant) cousin ships.
