Personally it comes down to two main reasons for me.

1. Hulk seems to be at best barely intelligent and barely aware of what is even going on around him at any given time. We can easily assume that the jacuzzi and penthouse are just another whim of the Grandmaster and have literally nothing to do with the Hulk's wants and desires. Being mad that the Hulk is content with smashing things and living in luxury is like being mad at a police dog. The dog (and the Hulk) don't have the intelligence or awareness to know any better.

2. There is literally nothing in the film to suggest that Valkyrie isn't anything but another random slaver working on Sakaar. There is nothing to suggest she's being coerced or forced to enslave people. There's no dialog, scenery clues, nothing. Meanwhile it's pretty well spelled out that she's a fairly successful slaver who works to feed her alcoholism and doesn't give a single fuck about the people she's selling into certain death.

Okay, I have a question. Can you explain to me what, other than language or lack thereof, makes you think that Hulk is barely intelligent? I can see below level intelligence. But especially in Ragnarok he seemed to have a normal brain to me. That whole scene in his apartment. He was having normal human reactions with Thor. It is just his language level to me that seems low. His mind seems human.

In Ragnarok he's been the Hulk for a long time and seems to have "grown up" a bit. But he still is basically at the level of a toddler at the very best of times. He can follow a simple conversation with Thor, but he has almost no empathy for other people and no understanding of more abstract situations.

And that's at the best of times when he isn't throwing a tantrum and raging out.
