Thing is, though, Manwe explicitly isn't God. That's Eru Iluvatar, and Tolkien repeatedly hints that he's influencing the action in ways neither the Valar nor the elves or men necessarily recognise. For instance, Bilbo finds the ring as the result of a number of apparently random events - but Gandalf surmises that 'someone', not Sauron or the Ring, meant him to find it - and the someone he's thinking of pretty much has to be Eru.
