I'm not a part of this particular fandom, but I've been in fandoms with big incest ships and I haven't seen many (if any) people wishing they weren't unrelated, so I doubt that's the reason they don't tag.

OP - I have seen people explicitly wishing these two weren't related; and I've also seen a lot of fanfic where Thor and Loki weren't raised together, or weren't raised as siblings, so it is a thing, even if it's not the default.
But yeah, I just really wish they'd tag.
