Assuming she's not just jerking you around to feel powerful or something, maybe there is some reason why she wants you around early and she's just being terrible at communicating? For example, maybe she's coming in early, too, and doesn't want to be alone in the office, or maybe it has something to do with appearances to her boss/the public/whomever. Maybe she doesn't understand that if you come in early there is nothing for you do to because she hasn't really thought about how the work structure goes in your office. Maybe there's something she thinks you do that you actually don't. Maybe she's just really harried and figures if she's overworked, everyone else must be, too, and the extra time is needed. Does she ask other people to come in early?
