Some countries are known for bringing the weird and they're definitely more enjoyable than the 4 forgettable ballads that crawl in every year.
Indeed, the best part of the Eurovision for many British people is the commentary from Graham Norton (and formerly Terry Wogan) because seeing fantastic Irish people take the piss out of the crappy acts and silly show is a good portion of the fun. I find it a bit hard to believe that a lot of people watch it for, uh, musical appreciation, but ... maybe they do, who knows.
The countries who send boring acts are probably the ones who take the show too seriously. It's pretty much an expensive joke at this point and that's the best bit.

And it's not surprising that countries are making an effort - arranging the contest is a fantastic way of promoting your tourism industry.
