I am the anon complaining about having to loan money to my dad awhile back. I really wish he'd just lose his house (I guess he is having IRS problems and may) so he would not have an excuse not to move.

Don't loan money to anyone unless you can afford it and you're willing to never see it again. And I mean REALLY willing, as in you don't care if the money's gone forever and you're not going to feel even the slightest resentment toward the person about it. Seriously. Lending money to people you dislike is just punishing yourself, and lending money to people you like endangers the relationship.
