I mean, yeah. The scariest people are sometimes the ones doing evil because they're completely convinced they're on the right path and this evil act is the only solution.

The only thing that can be said in favor of his system is that at least it's fair, he kills random people with no particular bias, instead of targeting specific groups based on race or religion or economic status or mental fitness. But his motivation is still more interesting than "for the Evulz".
