I thought what made him effective was not that he is arguably correct (he's not), but that he is so SURE of his goals, his plan, and his reasons, and that makes him very driven and therefore more scary than if he just wanted power for the sake of power or to collect the stones for bragging rights or whatever. Being sad about it isn't anymore nuanced than a villain whose motivation is revenge because someone they loved died. It's the personal drive that's interesting to me.

I mean, yeah. The scariest people are sometimes the ones doing evil because they're completely convinced they're on the right path and this evil act is the only solution.

The only thing that can be said in favor of his system is that at least it's fair, he kills random people with no particular bias, instead of targeting specific groups based on race or religion or economic status or mental fitness. But his motivation is still more interesting than "for the Evulz".
