Mostly because of different standards for men and women in that department. The act of a straight guy exposing a girl's underwear and a straight guy exposing a guy's boxers tend to have different connotations. I'm not saying I agree with it, but it has to do with the culture around men and women's body's as much as anything.

Partly this. And alps partly the fact that it very, very, very clearly wasn't written with that interpretation in mind, and in fact interpreting it that way is pretty clearly at odds with much of the tone and tenor of the rest of the book / series.

This is a series where the main villain was born from rape.

So you're saying sexual assault is not in tone with the rest of the series when it's a major plot point...?

This scene being sexual assault committed by these characters in this way would not be in tone.

And the series writes about it a way that makes the rapist sympathetic and their victim as the bad guy.
