If you honestly think pantsing someone goes well beyond normal bullying, then you don't have much experience with normal bullying. Kids can be absolutely brutal to one another, and some truly horrible behaviour is bog standard.

But regardless of level of bullying involved, it isn't ignorance so much as it is values dissonance - at the time Rowling would have been coming up through school, pantsing someone was not considered sexual assault. Hell, outside a few advocacy circles, it wasn't considered sexual assault at the time OotP was written. It's not ignorance to fail to predict a shift in opinion.

There's a difference between running up to someone and pulling down their pants and forcibly holding them in place and exposing them in front of everyone.

Yes, that makes a huge difference IMO and that's why I think what Rowling wrote was ignorant instead of just old-fashioned. IRL I think pantsing (in the sense of running up to someone, yanking down their pants, and quickly running off) is still not okay, but it wouldn't shock me to hear about people pantsing each other and it's definitely less severe than what happened in that scene, which was James holding Snape down and exposing his underwear. Hearing about the latter is what would shock me. For one, the victim of a pantsing is typically unrestrained and can quickly pull their pants back up and make a retreat if they need to. The fact that James was forcibly holding Snape in place makes the events of that flashback cross a line.

However, that's also why I say I don't think her intent was to write James crossing that line. I do really think she (in my opinion, ignorantly) thought that what she was writing was no worse than if she had written James pantsing Snape. So, again, I'm not saying that people who choose not to interpret that scene as crossing a line are terrible. I just think they're wrong to roll their eyes at people who do interpret that scene as crossing a line.
