For me, I think it's a 40K problem - the problem is specifically that the Imperium is written in a totally bad way on a lot of different levels. I can imagine liking single-culture-ish humans in settings. 40K just really, really, really, really isn't one of them.

God, 40K is so much more boring than it needs to be.

There are a lot of different human cultures in WH40K, since there's a lot of variety from one planet to the other. But they do only have one government, and they share a religion (even if a lot of planets practice that religion in a unique way).

Not really trying to defend WH40K (I'm not a big fan), but there is a fair amount of variety between human groups within the Imperium. Though the art tends to downplay that for a particular style.
