I think if anyone else had been the main character, Raylan would have been the intolerable asshole who makes everyone else's jobs a lot harder. Who do you think is doing his paperwork while he's off having dramatic exchanges with criminals? Why haven't they fired this guy!?

Also, he is personally involved with so many of the criminals.

Haha. Yes.
And most of his plans to catch criminals involve hanging out with other criminals, talking about the good old days he had with said criminals, knowing the secret hillbilly handshake, giving criminals permission to dispense their own justice, shooting anything that moves

and making Rachel stay in the car.
Because god forbid she be allowed to do her damn job.
