If you terrorize a city, causing it to require evacuation, but preventing people (through fear) from leaving via the bridges and tunnels, you'd expect, hmm, some mass panic perhaps? Riots as people try to flee via the bridges and tunnels anyway, riots as people wait for the ferries, even more riots when they see prisoners getting evacuated before them, etc, etc. Instead the citizens of Gotham are apparently a bunch of placid sheep who hang around moaning a bit but basically behaving themselves. And even the prisoners are so moral they don't attempt to grab the detonator and blow up the other ship.

Uh, because this particular icon amused me. I enjoy the meme. I like the Joker, I wish the movie had made better use of him.
