It probably won't be made, no.

But if that's the choice, if the movie either gets made with Scarlett Johansson or doesn't get made at all, then the question you have to ask is which one of those outcomes is better. And I think there's a strong argument to be made that it's better for the movie not to be made at all.

A film glorifying someone, whether butch lesbian or transman, who was into human trafficking and forcing girls and women into prostitution. Triple hard pass. Wake me up when there's a film in the works about a lesbian or a transman who did something awesome. There've been plenty of women who worked or disguised themselves as men throughout history to become doctors, scientists, fight in wars. The latter isn't necessarily honorable, but it's still better than human trafficking.

While I'm in favor of movies about peopkke doing good things, women who had to pass as men for reasons other than "because I want to" were not necessarily trans (some, sure, but most probably not) and it gets tricky applying modern western labels to historical and/or non-western individuals anyway, but there would be outcry over casting cis female actresses in the roles anyway, even if that were often the most appropriate and historically/visually accurate option.
