i've seen this happen to a number of artists and as unfortunate and annoying as it is, there's nothing you can do. in a few years their obsession will likely move on to a new character. all you can do is be thankful that they drew a thing you liked once. i'm thankful for any good art i can find of my favs.

I'm an artist. Not a fanart artist, but I have done some portraits of famous people for fun. Please do not be an asshole and call this person out. You obviously have no idea what this person's creative process might be. I get obsessed with painting one thing over and over until I get it the way I want it and the process takes my paintings from ones I sell for ten bucks at a sidewalk art fair to selling for hundreds to people who commissioned me. So if you don't like that an artist is clearly practicing until it's perfect then feel free to fuck right off. She's obviously not working for you. You're not paying her. There's the door. Bye.

This is such a weird reaction. I love seeing people get over-the-top obsessed with a fictional character even if the character's not one I'm particularly into, just because it's such a relatable experience for me. It just makes me kind of happy for the other fans of that character that they have a creator putting out such good content.
