Possible spoiler alert for those who haven't read the comic...but I always thought it was a metaphor for Veidt trying to "save" Earth, only to have his plot backfire when the New Frontiersman finally prints Rorschach's journal. All of that death will have been for nothing, and everyone will be back to square one. Veidt is damned no matter what happens.

I was more of the opinion that it was supposed to parallel with the downfall of society, and how in the end, the only true constant is chaos. That everything that is right and true will fade away and just become chaos. But I like the idea that it's more a road sign for Veidt's sinister plans.

Exactly.
Tales of the Black Freighter gives an in depth look into Veidts character.
His motives, his actions and their ultimate outcome are similar to that of the Freighters protagonist. The story mirrors the evolution of Ozymandias throughout the story of Watchmen.

Oh damn, I hadn't even thought about the consequences of the journal being publicized. I did see a definite parallel between Veidt and the castaway, though (man sets out to do good, ends up doing monstrous things).

I can just think about what will happen if it ever *does* get out...Best case, scenario, I can see the US and USSR declaring joint war against Veidt and nuking Antarctica. Any other "masks" will probably be hunted down as well. :(

I agree that it's about Veidt and his plan, but not so much that it will "backfire" because of the journal. I figured it was mainly just about him wanting to prevent a terrible catastrophe and ending up being the cause of a terrible catastrophe.

Rorschach's journal isn't the only way the plan could backfire, either; Dr. Manhattan's last words to Veidt that "nothing ever ends" could be seen as a reminder that Veidt cannot change human nature and that the problems that led to near nuclear annihilation still exist. After the first wave of goodwill fades, everything could go right back to the way it was (unless, perhaps, Veidt keeps staging attacks and killing to keep people in a constant state of fear).

Also, whether a possible, but not definite, nuclear war really justifies the slaughter of millions of innocent people is up for debate. The protagonist of the Black Freighter mentions, roughly, that "the righteous anger that led to my actions was a delusion."

Personally, I really hope that the movie leads to more interesting debate about whether or not Veidt made the right choice, since it is set up in a much more ambiguous way than, say, Light's use of the Death Note (which comes across as clearly "bad"). Rorschach, Dr. Manhattan's, and many of the other characters also make questionable choices that are up for debate.

Incidentally, Alan Moore mentioned in an interview that although the Black Freighter is ultimately about Veidt, there are lots of other parallels to the other characters/themes/incidents in Watchmen, too.
