You could see it as a parallel to Veidt's ambitions. Or parallel to the way the masks act in general. It's a method of digging deeper into the concept of "paved with good intentions" without having to over-use the actual characters.

I've tried to read it like that. I've TRIED. All I can see in the pirate story is a guy who goes crazy, thinks he's saving his village by killing a dude, and then finding out his village didn't need saving, and his soul is damned for all eternity.

Adrian, OTOH, quite sanely and rationally concludes that he truly can save the world (and it's a world that needs saving, unlike the village), but that it unfortunately means the death of half of New York, but ok too bad. And he is successful and by the end of the story remains unpunished.

THAT'S NOT THE SAME STORY!

Adrian. RUNS AROUND IN PURPLE SPANDEX Starts off crazy. Thinks he's saving the world by dropping a crazybomb on New York, then kills every sympathetic character we the readers have been introduced to and ends up an utter tool. An utter tool who isn't shot in the head or locked in a jail cell, but still. Tool.

How about this. Take the pirate story, and stop it right after the main guy kills the "invaders" in his house. He succeeded, right? Total hero? Unpunished? That's the same point we leave off with Veidt. Rorschach's journal hasn't been published yet, and yeah, it's a little right-wing nutjob rag, but still. The story's not done yet, when we leave Veidt.
