That's a pretty cover, but shame it doesn't match what's inside. Reminds me of a book I read where the main character was black with super curly hair (her hair came up a lot in the books), but the cover had a white girl with stick straight hair. It's like nobody bothered to read the synopsis.

I think I remember that - wasn’t that one where the author was upset with the cover too (for obvious reasons) and it caused a minor controversy? Makes me wonder how shit like that happens.

(Pubbed with a small press, so this is my experience/what I've observed from peers.)

The author will submit a synopsis of the book with some important elements and/or a description of the main character. The publisher then sends this info to the cover designer. A lot of covers are created from stock photos/models, where the cover designer may recolor a gown or the background, or composite some images together. The Big Publishers are more likely to hire an artist to design a cover from scratch, and only authors with a lot of clout are able to specify what they want the cover to look like. At most, a smaller-name author will be able to approve or disapprove the design, but a lot of them won't even see the cover until the public does

Indie authors have a lot more control over this: working with a designer if they hire one, or purchasing stock images themselves.
