Yeah, not sure where OP is seeing that they are seeing. In Winter Soldier, Steve is just trying to yellow crayon Bucky out of his mind control.

In Civil War they are just trying to stay alive. But we do see Steve believing Bucky when he says there are more soldiers. He also accepts Bucky's decision to go back on ice.

In Infinity War, Steve seems to be letting Bucky be his own guy on his goat farm (the directors said that he knew Bucky was awake).

So we never see Steve trying to get Bucky to be anything he isn't.

Right?
And 98 percent of fanfic has Steve doing his utmost to treat Bucky like his own person, and the few that have him trying to get Bucky to be his 'old self', he always gets called out.

So...i dunno. Maybe just a Cap hater.
