-Creator holds the copyright for 15 years, then it becomes public domain.

What kind of control does the original copyright holder have over them? What kind of monetary payment does the original copyright holder get from them?

If the original copyright holder can't stop them from being made, and doesn't get paid for them, what does it mean for them to have the copyright in the first place?

The original work is the author's alone. Stuff inspired by is fair game unless it's straight up plagiarism. Like West Side Story would be fine to make, but if only a few lines were changed from Romeo and Juliet's script, that'd be a no go. Fanart, fanfic, and the like would be safe to profit from, basically. Or anything that requires a fair amount of effort to create.

The copyright would protect the creator from people printing the book and reselling it without compensating the author, basically.

I don't agree with this at all, at least while the author is still alive. An author should feel safe that the characters and settings they created will not be used to give messages they hate. After the author is dead, sure. But not while they are alive.

That's fine, but I disagree. The original interpretation will always exist and no one can take it away from the author. However, if you share an idea with another person, it becomes collaborative. And it will die out if it's not shared. All ideas come from other ideas and there's a lot of beauty in that. Folklore, especially, is a good example. Copyright doesn't even prevent "not be used to give messages they hate" now: see pepe the frog.

I think delineating the point at which a "fair amount of effort" has been made to make a new work would be extremely hard.

That's fair, but that's still the case now with parody. Only where that line's drawn is more strict.
