In the timeframe pictured, Nagi's 13; it's a flashback. Literally 95%+ of all shippy content for them is set during that timeframe (since we only saw them interacting when Nagi was 13 and Haruki just decided to poof by the time he's 18).

Nagi is definitely 19 during the events of the actual main plot, yes, but not here necessarily.
