I think the unevenness is one of its biggest strengths, actually.

If it were even, it wouldn't hit the heights of episodes like Year of Hell, and I think a few Thresholds is a worthy payment for that.

I think the only Trek that was reasonably even was the middle section of TNG - which was consistently 'OK-to-good' (the first and last seasons were pretty swingy, though it never got as good or bad as Voy or TOS). (DS9 also had a relatively narrow range, but still managed some amazing episodes and some massive stinkers, and had a better middle level than TNG, IMO.)
