I am also asthmatic, and with severe allergies- but you can't just demand people to stop doing something just because it inconveniences you every so often... It's different, maybe, in a workplace. When dealing with scents, and co-workers wearing heavy perfume/smokes heavily, because that is a controlled environment. You can ask them to stop using their cologne, or wear a light jacket to take off after smoke breaks. When you get to street level, it's basically an all for grabs. People smoke outside because they can't inside. It's not too hard to spot them, cross the street if it comes to it, but I'd recommend just buying a scarf/mask. They're not expensive, and if you're that sensitive then you should probably be wearing one anyway... People just aren't going to stop doing what they do.
