If someone is on their own blog talking about how they hate fic with rape and they wish people wouldn't write it, then I'm not going their blog to tell them they're not allowed to criticize anything. But if they're telling people anyone who writes rape fic is a bad person, encouraging people to leave pointless flames on fic, or sending abusive messages to people, that's not OK. And it definitely does happen.
