For me, I would say he and Harry were about the same, in terms of wasted potential and both of them more than most of the others. Most of their storylines didn't seem to amount to much or do much to further their characterization.

I could have done without Neelix, though. Maybe Neelix could have gone instead of Kes, and then Chakotay could have realized he didn't really fit for First Officer and given it up to be cook. Tuvok could have moved to First Officer. Maybe Harry could be moved to security to be given something to do (maybe not head of security). And then when Seven came, there would be almost as many female mains as male. Wouldn't that be something?

I never got what people liked about Kes, she wasn't some great character just because she was better than Neelix. It is a good point that Chakotay, Harry, and Neelix were probably more egregiously bad than the rest of the crew but I don't think that the rest of the crew was generally, like, great. On almost any other Trek show, Tom Paris would have been the worst character, and the first words that come to mind when I hear Tuvok's name are "wasted" and "potential".
