Snoke was boring, agreed.

Palpatine & Snoke were used almost identically, but Palpatine had presence & incited a feeling of dread & fear in 8-year-old me.

Not sure if Snoke doesn't have the same effect because I'm older & less easily impressed or because of the difference between a real actor with makeup vs an actor playing a CGI character. Or a bit of both.

The CGI thing played a big part of it for me. Not menacing enough when obviously fake, IMO.
