I do think it's "just fanfic." There is very little ethics involved in taking someone else's hard work and twisting it to suit your own devices. Which is what fanfiction is in its illegal entirety. Many, many people and lawyers think fanfiction itself is completely unethical, so drawing the line and getting into a huff about listed portions of lifted text placed into "original" text using someone else's world and characters is just plain silly. Cassandra Clare was tacky and douchey but fandom can't really get on their high horse about it.

It's a slippery slope so until the plagiarism is in her published work (which actually wouldn't surprise me), it's still just a bunch of people bitching about stuff that doesn't really matter to anyone off the internet.

Many, many people and lawyers think fanfiction itself is completely unethical

...and when those people are the creators, most fanfiction sites and many individual writers respect their opinions and take down their fanfiction, regardless of what they think about the author as a person. That's where the ethics are in fanfiction writing, and CC not only plagiarized, she lied about it and about the author giving her permission to use the passages. She violated the basic principle that allows fanfiction to exist in its current gray-legality state: Listen to the original authors and respect their wishes, so they'll look on fanfiction as "imitation is the sincerest form of flattery" instead of shutting us down completely.
