Plus, he's portrayed as having some very positive, genuine character traits, such as being extremely kind and nurturing to children. But he's also an obsessive stalker who has no morals or boundaries when it comes to what he'll do "for" the object of his obsession.
The show is very clear, from the start, that Badgley's character is not just creepy, but dangerous and terrifying. But at the same time, a big part of the show is how it plays with your perceptions of him, doing everything it can to make him appealing to the viewer in some respects, while simultaneously making it clear that, yeah, he's a psycho.
Basically, the show is a deliberate mindfuck. The irreconcilable interplay between Joe's attractive qualities and his monstrous qualities is at the heart of the narrative tension.
