I'll be straight with you - herb kits like that are super adorable, but they're not entirely practical for much besides starting seeds because most herbs need a LOT of sunlight to thrive and they do better with more room than most pots can provide.

Echinacea, for example - coneflower plants can reach several feet high. They do remarkably well in even poor soil outdoors, but I've never heard of people growing them indoors and I'm honestly surprised it was included in a kit like this. Basil can also get quite tall unless you've received seeds that are for a "globe" variety meant for container gardens. They'll need a lot of sun - more than just a sunny window, really.

There isn't really a cheap replacement for sunlight, no. People do use indoor lights in the seedling stage (because if seedlings don't get enough sunlight, they get very spindly and weak) but it's not a practical solution for the life of the plant. Your best bet is to start the seeds indoors several weeks before the last frost date in your area, and then transplant them outdoors if possible.
