Tolkien suggested that there could have been because he didn't like the idea of an always evil species. The idea went against his beliefs. But he never showed any in the books. The idea is that they were created by Melkor from elves. They aren't an original thing, they were created by torturing and twisting elves into something else.
No. Female dwarves aren't rare in canon. They just don't travel as much as the men, so they aren't seen as often.
