I hear they already have restrictions about what kind of porn you can post, so they might end pulling a Tumblr and banning everything.

Pixiv is the best I've come across, and they're getting better about being a global site as opposed to very Japan-only. Ship tags are super easy to figure out even if it's a JP-heavy fandom too-- it's just the first two kana of the "topping" character's name and the first two kana of the "bottoming" one's.

most tags also now have an english translation. sometimes it's hilariously wrong but they have a submission link to fix them. might not be as frequent for new characters/ships/tags but they're getting there.

I definitely saw an influx of english-speaking users and submissions in my favorite tags right after tumblr shat itself.
