If it's a fairly new meme and it's getting a certain amount of traffic I think it's understandable to include a rule about "not more than 10 prompts at a time" because spamming a whole lot of prompts can flood the meme and lead to lower fill activity because it might overwhelm potential fillers. I'm generally a bit iffy about kinkmemes logging IPs though, but I guess that would be fairly easy to bypass with a proxy site or something.

But not allowing self-fills? That's just a... weird and unnecessary rule. Why would they do that?
