I haven't seen the whole series but there's an in-show explanation for her outfit. She was apparently undercover (trying not to spoil too much) and I assumed she was pretending to be an escort or something like that. Then, with all the crazyness, finding different clothes hadn't been her priority. Maybe she will change clothes at a later date. But, from what I've seen so far, she's still a good character. So yeah, she does look like a hooker and it's on purpose.

I always like it when creators come up with Really Good Reasons why their female characters simply must reveal more skin than they cover and/or look like hookers!

You're not wrong. To be fair, her original suit is as if not more revealing than this. And I wish people gave her a chance while critisizing her outfit because she's pretty cool in my book.
