You should be legally required to be in a low-budget indie romcom or a stage musical (and be actually good and compelling in them) before you're allowed to star in blockbuster action movies.

We as a society need to produce many more Hugh Jacksons just to keep up with demand

Why romcom, in particular? As for musicals, I don't have any objection to someone doing a stage show first, but some people who can neither dance nor sing, can act and act well, but since they can't sing or dance tend to stay away from musicals. But, yeah, I agree that an indie film and a stage run, plus a stint on a soap or sketch show would be a good idea for all actors.

I feel like it would give people a much more well-rounded toolkit, and also a different kind of energy instead of just being blandly quippy or blandly handsome.

Look at Oscar Isaac, for instance, or Patrick Swayze from back in the day - being able to bring that kind of energy to an action role is really valuable and expands the range of what popular movies can do.
