Given that part of the silent advice the Doctor gave Ryan was: "Find someone to take care of her" I'm going to assume that there was an off-screen conversation where they tracked down family-or-friends and made sure they knew there were issues. Shrug. They can't show everything.

That makes more sense to me than OP's suggestion that one of the TARDIS crew should do it, because which one? None of them are parents. Graham's experience was only as a step-grandad (at least until Aaron shows up two episodes later). The Doctor "has been a dad" but, you know, as much as I love her... For one thing kids need stability and that's something the Doctor knew someone local would have to provide if she didn't believe it of Erik.
