Vegeta as villain to morally grey to villain for 5 minutes to hero is great.

Jaime Lannister is a hero or villain depending on who he is around.

Andrew Ryan from Bioshock is pretty morally grey. Especially if you read the book.

Sinjir Rath Velus (Star Wars - Aftermath) used to interrogate aka torture people for the Empire (which he disliked, but apparently not enough to defect for years) and ends up being important in the New Republic after going through character development/introspective.

Vegeta (Dragonball)
Seto Kaiba (Yu-Gi-Oh)
Will Graham (after season 2-ish of Hannibal)

Kael'thas Sunstrider (WoW) is the first one that cames to mind for me.

There are so many in One Piece. Trafalgar Law is my personal favorite but also Crocodile, Bellamy, Kuzan, Smoker, most of the Straw Hats themselves, most of the admirals, Bege, Bartolomeo, and you know basically Whitebeard and Shanks as well.

Londo Mollari, Babylon 5. He has all his people’s best flaws and worst virtues, and for someone who made such a godawful, occasionally semi-genocidal mess of everything he touched, he was really, really compelling to watch.

Klaus Wulfenbach, Girl Genius. From the Havelock Vetinari school of ‘admirable tyrant’, but significantly grumpier and more extreme about it. To be fair, he’s generally surrounded by megalomaniac morons and brainwashing eldritch horrors, so there’s that.

Alexsandr Kallus, Star Wars Rebels. Started out your standard mid-level Imperial foe, nasty streak a mile wide, implications/outright boasts of involvement in past genocide. Evolved into something so much more interesting. Still with a ruthless streak a mile wide.
