Why? He grew up in a half-muggle household in the 60s/70s. He could easily have read the books.

True, but reading the books wouldn't have led to a visual comparison between Lucius Malfoy and Legolas. Legolas' hair color or length was never mentioned in the books, so that could only have been based on his depiction in the movies.
