I clearly have no sense of what makes a movie good. I saw Men in Black: International. I loved it. I was genuinely shocked when I saw the reviews. I mean, I didn't think it was an amazing movie. But I thought it was genuinely fun, well acted, and decent. Certainly not worthy of 25% on Rotten Tomatoes.

Checking out the summaries of the MIB movie reviews on Rotten Tomatoes, it sounds like critics actually agree with you that it was fun, well-acted, and decent. But apparently that's not good enough to make a movie "good" if it's a sequel, and they're giving it bad reviews because it's "just another" MIB movie and they think there needs to be something new and special for a franchise to deserve a sequel.
