The reason a lot of main characters are kinda bland in anime/manga is because they're supposed to be a stand-in for the reader/viewer. If they have too much personality it's harder to place yourself in their shoes.

Some are worse than others, so whether this is what they were aiming for with Tohru, who knows.

I do like that she doesn't end up with Yuki though. That would be way to cliche.
