I think there's a lot of reasons for his popularity: he was only the second Doctor of the new show, Eccleston just wasn't around that long before Nine regenerated whereas Tennant is the longest-serving New Who Doctor (although he's only ahead of Capaldi by six months, and Capaldi in turn just barely edges out Matt Smith) and was the Doctor when the show was becoming more popular internationally, so a lot of people who became fans of New Who joined in during Ten's time (Eleven is also popular in this way), at the same time some Old Who fans may have found him more Doctor-y than Nine, Tennant is an attractive and charismatic actor who was only in his mid-30s at the time and was the first "young and cute" Doctor of the new show, and I think a lot of people just found Ten's antics and persona entertaining.
