I don't know about this, instead of feeling like Peter stepping up to fill the gap, it felt like they were forcing Peter into the role and it was working for some reason. Mostly though, I think a lot of the movie just didn't work for me, Tony-related or no. (I didn't even think about Tony that much during the movie, just about how the movie isn't working for me.)

And it felt like the opposite of a Spider-man movie for me. No New York, which wasn't a big deal until I realized how much they were avoiding it; no backyard fights, which was weird because that's what I remember Spider-man most by. Too much spectacle, no hand to hand combat, too much bombs and technology. It was a Marvel movie, but it wasn't a Spider-man movie.
