I always used to try to give constructive criticism when reviewing, but over the years I've just stopped it completely. I'm not sure I've seen people ask for no criticism specifically, but even when an author does ask for it, I always hold back because part of me is afraid of offending someone.
People are a lot more sensitive it seems, but I respect it if people ask for no criticism whatsoever. It's pretty stressing to post fic in itself, imo, so it might be an anxiety thing. Otherwise, they might not care to improve their writing, so they might add 'no crit' just to save people from wasting their time. (some people might eve just generalize crit as flaming too, even when it's not)
