It there any objective way to judge this?

I mean, there are objective measures, sure, but for any creative endeavor, at least part of the judgment is going to include subjective components.

IMDb only has Planet Earth II ranked higher (Chernobyl is ranked 2). On the other hand, Rotten Tomatoes doesn't even have it ranked in the top three for currently airing shows (it's 5th, behind Fleabag: Season 2, Tuca & Bertie: Season 1, Jane the Virgin: Season 5, and Orange Is the New Black: Season 7).

I have no skin in the game as I haven't watched it, but I would be hard pressed to say someone was wrong for thinking this.

I don't think there's any objective way to judge it, but I am absolutely certain that IMDB isn't.
