hey OP: Tony, Pepper, and Morgan represent all the people whose lives have changed irrevocably since the snap that the Avengers had no right to reverse and erase, just like Tony also represents ALL the victims of the Winter Soldier that Captain America so criminally denied justice to by hiding evidence of the WS's identity and crimes (and possible future crimes while he roamed free and triggerable).
