Definitely start talking to *everyone*. Not sure how old your mom is, but talk to the council on aging if she's older, talk to her doctor, talk to your state. If she's not getting nutrition and needs and IV, go to the ER and then when the people come to ask about payment (as they do), say she needs to apply for medicaid - they automatically apply for disability then, too, or if they don't in your state, you can do that at the same time (they'll send a person to help with forms - they sent them to my hospital room on day two after surgery, fun fun).

IV nutrition is not easy to get. I'm not sure how informed you are on the subject so sorry if I'm repeating things you already know, but it won't be given unless all the other options (hospital grade liquid or soft feed orally, then via tube or PEG) have failed. TPN is not just hooking someone up to an IV, it requires a PICC or central access and that line has to be flushed regularly to break up clots and bloods taken to monitor organ function because TPN is not easy on the body.
There are programs that fund nutritional services in the US but I'm not very familiar with them. Your best bet would be to speak with local hospitals and advocacy services about assessment and support.
